What it does

1. PagerDuty fires a v3 webhook on incident lifecycle events.
2. Lambda validates the X-PagerDuty-Signature against the shared secret.
3. Builds a WEBHOOK event with source = "pagerduty" and the incident detail.
4. POSTs to async-agent.
